In recognition of the need for practical modifications to the Results Frameworks (RF) and action plans of civil society organisations (CSOs) shortlisted for grants under the Access to Justice (A2J) and Democratic Governance (DG) Calls, STAR Ghana commissioned this technical assistance assignment. KEY OUTPUTS AT-A-GLANCE
In undertaking this assignment, JMK:
a) Reviewed the documents of STAR Governance Thematic Call and grantee projects as well as STAR Ghana Guidelines for M&E in order to outline the key M&E requirements for effective implementation of the projects.
b) Studied the proposed monitoring and evaluation experiences and practices of grantee projects.
c) Create suitable M&E framework structure for each project to ensure proper monitoring of the results taking into account.
d) Conducted field visits to grantee projects to find monitoring needs and challenges of different kind of projects.
e) Developed a clear process for the M&E of the identified M&E requirements of the STAR Governance Thematic Call both at the programme and the projects levels taking into account the increasing number of the projects.
f) Assigned appropriate roles and responsibilities for the M&E of the identified indicators at projects levels to the key stakeholders identified in the process
g) Developed tools and templates for the routine collection of monitoring data and information from different stakeholders.
h) Developed reporting templates and tools for the RCO in general, specifically for the M&E expert at the RCO and at the local level, project developers and National Coordinators. These tools and templates should cover all the M&E requirements.
i) Proposed computerised data management and storage system for the grantees. Provide guidance on data management and processing and preparation of consolidated monitoring reports.
j) Developed an appropriate plan for implementing the M&E framework after the first half of the project period.
