The Government of Ghana has revised the pre-tertiary curriculum framework. The new education curriculum is a shift from the objective-based curriculum to a standards-based curriculum focusing on strengthening the acquisition of the 4Rs (Reading, wRiting, aRithmetic, and cReativity) foundational skills for life-long learning and national development. JMK was contracted by BigWin Philanthropy in collaboration with the Ministry of Education Reform Secretariat to conduct the baseline survey with educational stakeholders in the 16 regions of Ghana.

In undertaking this assignment, JMK:
1. Developed quantitative tools for school children, headteacher and teacher, SMC/PTA and district educational officers
2. Designed the CAPI and loaded the electronic data collection form on the Tangerine and ODK configured tablets
3. Conducted 8-day training which involved all enumerator, supervisors and regional co-ordinators
4. Conduct 36,686 learning assessment in both from both public and private schools
5. Conducted 2,168 classroom observations from both public and private schools
6. Conducted interviews with 550 headteachers and 2,233 teachers from both public and private schools.
7. Conducted interviews with 384 district education officers and 187 school management committee members.
8. Carried out data analysis and presentation of findings in four-page handout summaries with data visualizations, and a formal written narrative report.
